NEWS: Japan's commitment to ratification reaffirmed

Dear friends,

As many of you may already know, due to its deteriorated economic conditions and declining growth rate, Japan's budgetary contribution percentage to the UN have been recently cut by 2.9 points from 19.5 percent to 16.6 percent. This decline in percentage contribution signifies that the deducted 2.9 percent, which accounts to approximately 22 billion yen (approx. USD 190 million), would easily cover Japan's estimated ICC budgetary contribution of 3 billion yen (USD 26 million).

This confirms the report I gave in China last March that Foreign Ministry officials are negotiating for reduction in UN budgetary contribution for, among other things, appropriation of the ICC budget under its three-fold budgeting strategy. The news also further affirms the recently declared commitment of the Japanese government to expedite the accession process.

We sincerely hope that these developments will not in any way be affected by the renewed policies of the incoming administration, which is assumed to be led by the new premier-elect, Shinzo Abe, who takes rather 'progressive' approach in international affairs.

The news of UN budget reduction was reported on 5 Sep. Jiji Press article but I'm sure similar reports can be found in various news sources. In any case here's a summary translation of the Jiji Press article for your reference and for immediate release if necessary.

UN - Japan's budgetary contribution to be reduced to 16 percentile

September 5, 2006

NEW YORK (JIJI PRESS) - Japan's budgetary contribution to the UN for fiscal 2007-2009 is to decline from the current 19.5 percent to 16.6 percent, according to the report by the UN Fifth Committee which oversees matters on administrative and budgetary issues. Budget for China, on the other hand, is due to increase by 0.6 points from the current 2.1 percent to 2.7 percent. The increase rate of 0.6 points for China and reduction rate of 2.9 points for Japan are reportedly the largest in all of 192-nation UN body.
