H.E. Ambassador Gilbert Laurin, Charge d'Affaires A.I. of Canada to the UN
"Canada calls on the international community to support the work of the International Criminal Court as it continues to seek to bring to justice those who perpetrate serious international crimes, including those committed against children. The transfer of Thomas Lubanga from the Democratic Republic of the Congo to The Hague for trial is an important step in combating impunity."

H.E. Ambassador Roman Kirn, Permanent Representative of Slovenia to the UN (Statement made on behalf of the Human Security Network, and includes Austria, Canada, Chile, Greece, Ireland, Jordan, Mali, the Netherlands, Norway, Slovenia, South Africa as an observer, Switzerland and Thailand)
"Impunity for war crimes and crimes against humanity, specifically against children, must end. Effective prosecution of perpetrators must be ensured by taking measures at the national level and by enhancing international cooperation. The Rome Statute of the International Criminal Court recognized that conscripting or enlisting children under the age of 15 years into armed forces or armed non-State groups, using them to participate actively in hostilities, as well as sexual violence as a method of warfare, are crimes against humanity and war crimes. The Network reiterates the importance of the International Criminal Court in prosecuting such crimes and bringing an end to impunity."

H.E. Ambassador Piragibe Tarrago, Deputy Permanent Representative of Brazil to the UN
"Those developments show that we have finished the phase of completing the legal framework required to deal with the issue. We have consolidated the main guidelines in various instruments, such as the Rome Statute of the International Criminal Court, the International Labour Organization's Convention No. 182 on the worst forms of child labour, and the Optional Protocol to the Convention on the Rights of the Child."

Mr. Bukeni Beck, Representative of Watchlist on Children and Armed Conflict and Director of AJEDI-Ka/Project Child Soldiers
"First, the Security Council should mobilize the political will that is necessary, after so many years of promises, to arrest the guilty and help the Government of the Democratic Republic of the Congo to establish national tribunals that would arrest and try those who violate children's rights, as well as follow up in support of the work of the International Criminal Court in the country."

Mr. Jean-Francis R. Zinsou, Charge d'Affaires A.I. of Benin to the UN
"The heinous crimes committed against them [children] should motivate the Council to contemplate coercive measures of deterrence to prevent violations of the rights of children. Increased cooperation with the International Criminal Court would contribute to the credibility of the Council's determination to put an end to impunity in that area."
