Commemorating the World Day for International Justice
- A message from the Japanese Parliamentarians -

Eight years have passed since the adoption of the Statute for the Establishment of the International Criminal Court (ICC) in Rome, and four years have passed since the establishment of the ICC. A significant number of states, hundred UN member states, are party to this extraordinary institution. Japan has steadfastly supported the ICC within the prospect of helping to maintain peace and security in the world by preventing the occurrence and recurrence of the most heinous international crimes. In the diplomatic conference that culminated to the adoption of the statute establishing this institution, the Japanese delegation contributed by helping other delegations with different perspectives to reach the consensus of building the ICC. However, as of today, Japan has not acceded to the statute yet. Joining the ICC would pave the way for our country to express our commitment to the cause of ending impunity against the world’s most heinous crimes. As one of the leading nations in Asia, we believe that Japan’s accession to the statute would nurture increased will in the entire region to also accede and that it would contribute to form a garrison of international justice that would close in on those who perpetrate heinous international crimes. Thus, Japan's accession to the ICC and supporting the cause for enforcing the rule of law as a state party will have a great significance and impact on the global effort for prevention and elimination of serious international crimes. The Assembly of State Parties is scheduled to hold a review conference of the Rome Statute in 2009. It is our hope that Japan will be actively participating in the early decision and rule making process as an eligible party with voting powers, rather than just being an observer to such process. With this in mind, the Japanese Parliamentarians for the International Criminal Court is determined to exercise all its powers to pursue the path of promoting and accelerating Japan’s early accession to the ICC.
